OUTCOMES OF THE 9 FEBRUARY ORDINARY COUNCIL MEETING
Dubbo Regional Council (DRC) met on Thursday 9 February, 2023 at 5.30pm in the Wellington Council Chambers for the first council meeting of 2023.
The following outcomes were made:
EXERCISE OF THE MAYOR’S FUNCTION UNDER S226(D) OF THE LOCAL GOVERNMENT ACT 1993 RELATING TO AIRPORT SECURITY SCREENING.
Councillors noted the report from the manager of Dubbo Regional Airport which showed the mayor exercised his powers under the Local Government Act 1993, on 9 January 2023 to endorse the dead of release for the current security screening provider of Dubbo Regional Airport and delegated authority to the Chief Executive Officer to enter into a contract with a new security screening provider without a tender process for a period of 18 months.
REPORT OF THE AQUATICS WORKING PARTY – MEETING 16 JANUARY 2023
Councillors noted the report of the Aquatics Working Party who met on 16 January 2023.
During the meeting of the Aquatics Working Party the need for an indoor pool in Dubbo was discussed. The working party committed to look at previous plans and possible funding options with a resolution to bring previous Dubbo Aquatic Leisure Centre Masterplans to the next meeting.
DONATIONS OF PARK BENCHES
Councillors resolved a report be provided investigating the development of a council policy that provides the public the opportunity to plant trees, donate park benches and other approved structures or furniture and have them dedicated to family members of the community who have made a significant contribution in the area.
Councillors called out that associated costs in the purchase, installation and ultimate replacement of the memorial should not be borne by DRC and the cost in maintaining and/or replacement of the plaque remains with the family or group who have established the memorial.
MOTION FOR NATIONAL LOCAL GOVERNMENT CONFERENCE
Councillors called for a motion to be submitted to the Local Government Association for inclusion on the agenda of the National General Assembly for 2023.
The motion is that the Federal Government undertake a scope analysis on how to actively support Regional Councils in the settlement of skilled and non-skilled migrants in the regional areas and let the councils advocate regional migration issues with authorities.
AMENDMENTS TO THE DUBBO DEVELOPMENT CONTROL PLAN 2013 AND WELLINGTON DEVELOPMENT CONTROL PLAN 2013 – PROVISIONS FOR OUTBUILDINGS, SHEDS AND GARAGES
Councillors resolved the draft amendments for the Dubbo Development Control Plan 2013 and the draft amendment for the Wellington Development Control Plan 2013 be adopted for the purpose of public exhibition and placed on public exhibition for 28 days.
The changes make clear the larger the shed size the further it must be set back from the boundary. The aim is to provide guidance for neighbours to understand what is being proposed within a DA.
The provisions will apply across the entire local government area.
DRAFT COUNCIL RELATED DEVELOPMENT APPLICATION CONFLICT OF INTEREST POLICY
Council noted the draft policy. It will now be placed on public exhibition for the period of 28 days.
PLANNING PROPOSAL R22-005 – 13L NARROMINE ROAD, DUBBO – PROPOSED AMENDMENTS TO LAND USE ZONE AND MINIMUM LOT SIZE.
Council endorsed the planning proposal to amend the Dubbo Regional Environmental Plan 2022 by rezoning and changing the minimum lot size area for part of 13L Narromine Road Dubbo.
Council will now submit the planning proposal to the NSW Department of Planning and Environment for a Gateway Determination.
2023 NSW TOUCH FOOTBALL JUNIOR STATE CUP DUBBO
Council granted approval for the implementation temporary road closures to facilitate the 2023 NSW Touch Football Junior State Cup from 24 to 26 February 2023.
This matter was considered by the Local Traffic Committee at its meeting held in December 2022. The Committee had unanimous support in the adoption of the recommendation.
2023 WELLINGTON VINTAGE FAIR STREET PARADE
Council granted approval for the Rotary Club Of Wellington Vintage Fair Committee to undertake the 2023 Wellington Vintage Fair Street Parade on Saturday 4 March.
Temporary road closures along the Mitchell Highway between Maughan and Lee Streets and Percy Street between Maxwell and Maughan Streets will be put into place subject to Transport for NSW approvals and conditions of DRC and NSW as considered necessary.
This matter was considered by the Local Traffic Committee at its meeting in December 2022. The Committee had unanimous support in the adoption of the recommendation.
WATER AND SEWER FEE HARMONISATION
Council endorsed the single tiered water tariff approach for a harmonised water and sewerage fee structure for the purpose of public engagement.
A collaborative style engagement process will take place during the public exhibition period of council’s draft budget.
LOCAL GOVERNMENT ELECTIONS 2024 TO BE RUN BY NSW ELECTORAL COMMISSION
Councillors decided to enter into a contract for the Electoral Commission to administer all elections of the council.
PROPOSED ROAD CLOSURES – ROAD CORRIDORS ADJACENT TO DUBBO REGIONAL AIRPORT
Councillors consented to the closure of the road corridors adjacent to the Dubbo Regional Airport and will provide easements for all Essential Energy overhead and underground assets.
CORPORATE PARTNERSHIP PROGRAM – EVENT ATTRACTION – EXPRESSION OF INTEREST
Council rejected the expression of interest.
FINANCIAL CONTRIBUTION TOWARDS ELECTRICAL INFRASTRUCTURE UPGRADES AT THE PROPERTY PREVIOUSLY KNOWN AS DUBBO CITY HOLIDAY PARK
Council agreed to provide a financial contribution towards electrical infrastructure upgrades by reducing the rent payable under the lease.
Council will also seek to engage an independent consultant to make an assessment on the pricing of the project.
TENDER FOR PURCHASE POWER AGREEMENT – LARGE ELECTRICITY SITES
Council rejected all tenders before them. Councillors will participate in a workshop with the consultant and consider the outcome from any negotiations with tenderers and market participants at a future council meeting.
