OUTCOMES OF THE FEBRUARY 23 ORDINARY COUNCIL MEETING
Dubbo Regional Council (DRC) met on Thursday 23 February, 2023 at 5.30pm in the Dubbo Council Chambers for the second council meeting of 2023.
The following outcomes were made:
PRESENTATION OF THE AUSTRALIA DAY YOUNG SPORTSPERSON – JACK DEVESON
Dubbo’s Young Sportsperson of the Year Jack Deveson was presented with his award.
Mr Deveson was unable to attend Australia Day events in Dubbo as he was competing at the time.
He has been a member of the Dubbo Dirt Bike Club since 2012 when he started riding and has had exceptional success in the motocross sport in 2022.
DRC congratulates Mr Deveson on his award.

MACQUARIE REGIONAL LIBRARY PERFORMANCE REPORT – OCTOBER 2022 TO DECEMBER 2022
Councillors noted the Macquarie Regional Library Quarterly Performance Report for October 2022 to December 2022.
The report noted efficiencies for improved financial performance in the quarter including:
- Council’s new energy management program and electricity dashboard have seen the library review and reduce its electricity consumption with decreased usage of more than 30 per cent between July 2022 and December 2022.
MAYORAL APPOINTMENTS AND MEETINGS
Councillors noted the information in the report and enquired about a meeting the Mayor had with the CEO Murray Wood at Bodangora on 31 January.
The meeting allowed the Mayor and CEO to observe AMSL Aero testing which is currently being undertaken at the Wellington Aerodrome and Recreation Park.
REPORT OF THE CULTURAL AND TOURISM FACILITY COMMITTEE – MEETING 8 FEBRUARY
Councillors adopted the report of the Cultural and Tourism Facility Committee meeting held on 8 February 2023
During the meeting Councillor Damien Mahon was elected as Chairperson for the Mayoral term.
REPORT OF THE FLOODPLAIN MANAGEMENT COMMITTEE – MEETING 8 FEBRUARY
Councillors adopted the report of the Floodplain Management Committee meeting held on 8 February 2023.
Local residents in Ballimore were encouraged to have their say in the Ballimore Flood Study which was presented to the committee. The study was adopted for the purpose of public exhibition later in the Ordinary Council Meeting.
REPORT OF THE WIRADJURI TOURISM PROJECT COMMITTEE – MEETING 13 FEBRUARY
Councillors adopted the report of the Wiradjuri Tourism Project Committee meeting held on 13 February 2023.
At the committee meeting an update on the DA for the Wiradjuri Tourism Centre was provided and it was noted construction of the project is hoped to be started by the end of the calendar year.
2022/2023 DELIVERY PROGRAM AND OPERATIONAL PLAN – PROGRESS REPORT - JULY TO DECEMBER 2022
Councillors noted the progress report as well as the actions that were listed as cancelled or deferred for reasons outlined in the report.
ACQUISITION OF CROWN LAND FOR PUBLIC ROAD, UPGRADE OF GOOLMA ROAD AND TWELVE MILE ROAD INTERSECTION
Council approved the compulsory acquisition of the land, which, upon acquisition, will be classified as operational land. Council will also register an acquisition plan in accordance with the details in the report and enter into an agreement with Squadron Energy for the maintenance of part of the acquisition areas for the life of Uungula Wind Farm.
RESULTS OF PUBLIC EXHIBITION – PLANNING PROPOSAL R22 – 004 – 13L NARROMINE ROAD, DUBBO
Council have adopted the planning proposal to amend the Dubbo Regional Local Environmental Plan 2022 by realigning the zoning and minimum lot size boundaries at 13L Narromine Road.
Draft instructions will also be prepared in consultation with the NSW Government Department of Planning and Environment to arrange finalisation of the proposed amendment to the Dubbo Regional Local Environmental Plan and request gazettal of the plan.
REGIONAL AND LOCAL ROADS REPAIR PROGRAM
Councillors noted expenditure to date of $209,421, in accordance with conditions of the funding deed which allows funding to be backdated to 1 January, 2023.

Council staff will continue to pursue other funding streams to supplement Council’s income for the purposes of repairing the road network.
BIOSECURITY – WEED MANAGEMENT
Councillors noted the information in the report and discussed issues around controlling weeds such as St John’s Wort and the challenges of Council in assisting landholders as well as managing the weeds that grow on our assets.
DRAFT DEVELOPMENT CONTROL PLAN – MIRIAM HILL – 2R OLD DUBBO ROAD
Councillors adopted the draft Miriam Hill Development Control Plan for the purpose of public exhibition for 28 days.
Following the completion of the public exhibition a further report will be presented to Council for consideration, including the results of the public exhibition.
DRAFT DEVELOPMENT CONTROL PLAN – SOUTHLAKES ESTATE
Councillors adopted the draft Southlakes Estate Development Control Plan for the purpose of public exhibition for a period of 28 days. Following completion of the public exhibition period a further report will be presented to Council including the results of the public exhibition.
BALLIMORE FLOOD STUDY FOR PUBLIC EXHIBITION
The Ballimore Flood Study will be placed on public exhibition for 28 days in March-April 2023.
EROSION REPORT UPDATE FOR THE BELL RIVER – DUKE OF WELLINGTON BRIDGE AND PIONEER PARK
Councillors agreed for Pioneer Park site 2 (spillway) to be prioritised for rectification works based on the extent of damage and associated risk with remaining funds to be used for site 1 (bank stabilisation).
Works for the design and construction of an eastern entry and exit roadway will also be undertaken, with further works on the internal road and pathway to follow.
An analysis of works for the Duke of Wellington Bridge will also be undertaken with a report and recommended action to be provided back to Council.
DECEMBER 2022 QUARTERLY BUDGET REVIEW STATEMENT
Councillors adopted the December 2022 Quarterly Budget review statements and the reallocation of the Local Roads and Community Infrastructure Program Phase 3 funding.
It was also noted Council is in a satisfactory financial position with regard to the changes herewith to the original budget.
RELINQUISH CROWN TRUST MANAGEMENT OF BROCKLEHURST RESERVE – WAMBIANNA STREET
Council resolved to relinquish trusteeship of the reserve, which is the old school ground at Brocklehurst on Wambianna Street and inform the community this is happening.
CONSTRUCTION OF HENTY ROAD AS PART OF LAND-SWAP AGREEMENT WITH DUBBO RSL MEMORIAL CLUB
Council resolved to build a permanent road as part of the agreement with a condition that no works be started until the land swap is confirmed.
LAND ACQUISITION – BENOLONG BRIDGE REPLACEMENT PROJECT
Council will acquire part of the roads as described in the report and, upon acquisition, dedicate the land as public road reserve in accordance with the Roads Act 1993.
PEOPLE CULTURE AND SAFETY METRICS – QUARTERLY REPORT
Councillors noted the information contained in the report, with all documentation to remain confidential to Council. The report will now be provided to Council on a quarterly basis.
DELEGATED AUTHORITY FOR THE AWARD OF THE TENDER FOR NEW FLUORIDE DOSING SYSTEM AT JOHN GILBERT WATER TREATMENT PLANT
Councillors elected not to delegate authority to the CEO with the tenders for the New Fluoride Dosing System at John Gilbert Water Treatment Plant to come back to Council.
TENDER FOR PURCHASE POWER AGREEMENT – LARGE ELECTRICITY SITES
Council accepted the tender from Iberdrola Australia Energy Markets Pty Ltd and will enter into a contract for a period of 7.5 years.
Council determined the preferred approach to Large Generation Certificates (LGCs), based on the best financial outcome for Council as well as meeting Council’s 50 per cent of electricity from renewable energy requirement by 2025.
