PROPOSALS SOUGHT FOR REGION’S POOL MANAGEMENT

Dubbo Regional Council (DRC) is calling for proposals for the contract management of the Dubbo Aquatic Centres including Dubbo Aquatic Leisure Centre, Wellington Aquatic Centre and Geurie Pool.

The proposals can be for a single facility or for multiple facilities.

Councillors made the decision during the April Council meeting to improve outcomes for the community, Mayor of the Dubbo Regional Council Mathew Dickerson said.

“This process is about improving the level of service and financial outcomes for the community by seeking submissions from potential contractors.

“Councillors will then consider the various options that are put forward. These could be a contract management by a private entity for a single centre or for multiple centres, or even some different options from contractors,” Clr Dickerson said.

The proposals sought are for the operational management of centres for a five year period, starting on 1 July 2023 to 30 June 2028. There is also an option for an additional two 12 month extensions.

“We are asking for a proposal at this stage. It is not a tender,” Clr Dickerson said.

If Council determines to put a contractor or contractors in place, then they would be responsible for all operational maintenance, with Council responsible for capital works and asset maintenance over $2,000 at the facilities.

In the 2022-2023 season Dubbo Aquatic Leisure Centre had 102,227 visitors, Wellington Aquatic Leisure Centre had 23,356 visitors and Geurie Pool hosted 2,768 visitors.

Income from admissions was $348,784 across the three facilities while the canteens in Dubbo and Wellington brought in $387,673.

All income across all facilities increased significantly on the figures from the 2021-2022 season.

“The leisure centres and Geurie Pool are community services that are subsidised; income made from the centres is to offset the necessary subsidy required to provide the service to the community,” Clr Dickerson said.

Submissions for proposals close on Tuesday 23 May with inspection times to be held on May 10 from 10.30am in Dubbo.
