OUTCOMES FROM THE STANDING COMMITTEE MEETINGS APRIL
Councillors met at 5.30pm on 11 April 2024 for the Dubbo Regional Council Standing Committees meetings. Outcomes from the standing committees will be taken to the Ordinary Council meeting on 24 April 2024 for consideration and adoption.
COMMUNITY COMMITTEES:
Reports of the below committee meetings were noted by Councillors:

INFRASTRUCTURE, PLANNING AND ENVIRONMENT COMMITTEE
BUILDING SUMMARY - MARCH 2024: The total number of dwellings approved in March 2024 was 20. During this period, approvals included a mixed-use commercial development valued at $8.4M and a multi-dwelling housing (three units) valued at $1.15M.
DRAFT PLANNING AGREEMENTS FOR:
- CONCRETE WORKS – 19L AND 20L SHERATON ROAD, DUBBO
- ORANA BATTERY ENERGY STORAGE SYSTEM
- WELLINGTON SOUTH BATTERY ENERGY STORAGE
Council recommended that a Planning Agreement should be prepared according to the terms in the report for each of the above items, however if an agreement could not be successfully negotiated a further report will be brought back to Council.
It was recommended that a draft Planning Agreement and Explanatory Note for each of the individual projects will be placed on public exhibition, with a further report to be brought back to Council for consideration for each one.
It was recommended by Council that the determination of Development Application No. D22-528 (19L-20L Sheraton Road, Dubbo) be undertaken at a Council meeting.
DUBBO REGIONAL HOUSING ROADMAP – PROGRESS REPORT: Council noted the progress presented in the report in respect to the Dubbo Regional Housing Roadmap. Progress has occurred in the North and Central West Urban Release Areas, a review of the Dubbo Regional Local Environmental Plan 2022, short term worker accommodation and the renewable energy benefit framework.
A further progress report will be provided to Council in December 2024.
DRINKING WATER MANAGEMENT SYSTEM – ANNUAL REPORT: Council noted the report by the Water and Sewer Treatment Engineer. The Drinking Water Management System Annual Report shall be provided to the Public Health/Western NSW Local Health District as required.
DISABLED PARKING SPACES – BRISBANE STREET DUBBO: Council noted that one disabled parking space and three additional angled parking spaces on the eastern side of Brisbane Street be installed.
2024 CENTRAL WEST CHARITY TRACTOR TREK: Council recommended that approval be granted to conduct the 2024 Central West Charity Tractor Trek along local roads within the Dubbo Local Government Area from the 13 to 15 September 2024 in accordance with the submitted Event and Traffic Management Plan and any additional conditions imposed by Council, NSW Police and Transport for NSW.
CORPORATE SERVICES COMMITTEE
2023/2024 CHRISTMAS NEW YEAR CLOSURE PERIOD: Council noted the information contained with the report. A future report will be provided to Council for the determination of the shutdown period dates for the 2024/2025 Christmas and New Year period.
MONTHLY REPORTING SNAPSHOT FOR COUNCILLORS – MARCH 2024: Councillors noted the information contained within the report.
2024 LOCAL GOVERNMENT ELECTION UPDATE: Council noted the pre-candidate information sessions and the caretaker period which starts on 15 August 2024 for the 2024 Local Government Elections.
It was also noted, following the declaration of results an Ordinary Council Meeting be held on Thursday 26 September 2024 for the Mayoral election, with an alternative date to be Thursday 3 October 2024 should the results take longer than anticipated.
Council noted the rules for campaigning for the 2024 Local Government Election and the induction program for new councillors would be undertaken during September and October 2024.
An Ordinary Council meeting will be held on Thursday 24 October 2024.
CONFIDENTIAL ITEMS
TENDER TO SUPPLY AND PLACE ASPHALT SURFACING – TAMWORTH STREET PAVEMENT RECONSTRUCTION: Council awarded the tender to Supply and Place Asphalt Surfacing - Tamworth Street Pavement Reconstruction to Bitupave Ltd T/A Boral Asphalt in accordance with Local Government Act 1993 section 55(3) for the amount of $348,603.73 (incl GST).
VALUE TO NEGOTIATE WITH THE DUBBO RSL FOR THE OLD DUBBO BOWLING CLUB UPDATE: Councillors recommended that Council agrees to sell Land Lot 102 on DP1301426 (Keswick Land), being 3.3ha of Lot 200 on DP1280301 to Dubbo RSL Memorial Club Ltd or an associated entity.
Councillors also agreed to purchase 74 Wingewarra Street, Dubbo from Dubbo RSL Memorial Club Ltd as outlined in the report.
Councillors noted that all matters relating to the report remain confidential to Council with the exception of the sale price for Lot 102 on DP1301426 (3.3ha of Keswick land) and purchase price of 74 Wingewarra Street Dubbo (the former Dubbo City Bowling Club) upon the determination by Council at the April 2024 Ordinary Meeting.
