AUGUST ORDINARY COUNCIL MEETING OUTCOMES
Dubbo Regional Council (DRC) met online for the August Ordinary Meeting of Council on Monday 23 August 2021, with the following outcomes:
MAYORAL MINUTE MAYORAL APPOINTMENTS: A Mayoral Minute was tabled outlining the appointments Mayor Stephen Lawrence attended from 20 July until 16 August 2021. A total of 40 official appointments were recorded.
MAYORAL MINUTE, DUBBO REGION'S RESPONSE TO THE LATEST COVID-19 OUTBREAK: Councillor Lawrence tabled a Mayoral minute to acknowledge the exemplary community response to the recent COVID-19 outbreak within the region and far west. Council unanimously thanked the health workers who are putting their own lives at risk to provide essential public health services to the Dubbo Region and surrounding areas.
Council noted the current public health messages and the work of staff in providing assistance as part of the whole-of-government response in promoting these key messages to the community including development of non-branded communication materials that has been widely shared by community groups, agencies and individuals. Council noted DRC’s staff assistance provided to respond to the outbreak including, but not limited to, the provision of facilities and staff across testing sites at the Dubbo Showground and Pioneer Park.
PAYMENT OF EXPENSES AND PROVISION OF FACILITIES FOR THE MAYOR AND COUNCILLORS: The draft policy was placed on public exhibition for a period of 28 days which closed on 2 August 2021 seeking submissions from the public. Two submissions were received during the public exhibition period. Council resolved to adopt the Policy for the Payment of Expenses and Provision of Facilities for the Mayor and Councillors. Those who made a submission will be acknowledged and advised of Council’s determination.
SMALL TOWNS PRIMARY HEALTH REFERENCE GROUP - CALL FOR EXPRESSIONS OF INTEREST: Western NSW Primary Health Network is seeking expressions of interest from representatives of local government to be involved in the Small Towns Primary Health Reference Group. Council nominated the Director of Liveability, Skye Price and Councillor David Grant to be put forward as expressions of interest for the reference group. Should a councillor be chosen to sit on the panel and cease to be a councillor, an alternative councillor be nominated to replace them. Councillor Anne Jones was also nominated to put forward an expression of interest if a second councillor is required.
BUILDING SUMMARY - JULY 2021: DRC Approved 73 Development Applications between 1 July 2021 and 31 July 2021 with a value of $44,556,276.
NRL FIXTURE - 23 MAY 2021: Council noted the report from Manager of Regional Events that provided an overview of key outcomes gathered from the NRL fixture between South Sydney and Penrith hosted at Apex Oval on Sunday, 23 May, 2021. The game was a sell-out with a maximum capacity of 11,000 due to COVID-19 restrictions. The overall economic benefits to the region for the weekend are estimated to be approximately $2.4M.
AMENDMENT TO WELLINGTON AQUATIC LEISURE CENTRE 2021/2022 SEASON OPENING HOURS: Following consultation with the Wellington Amateur Swimming Club Council determined to extend the Friday evening operational time to 7:30pm to accommodate the club’s weekly event.
