OUTCOMES OF THE OCTOBER 2021 ORDINARY MEETING OF COUNCIL
MAYORAL MINUTE: Council noted a Mayoral Minute regarding a thank you to the Australian Defence Force and Western New South Wales Local Health District CEO Scott McLachlan.
MAYORAL MINUTE: INDEPENDENT INVESTIGATION FINDINGS: Council resolved to publish the redacted version of the Pinnacle Integrity report on the council website for the community to access. Council noted the investigation conducted an inquiry into Council’s management of Code of Conducts complaints and did not investigate any new code of conduct complaint or reopen previously considered matters for investigation.
ADDITIONAL MEETING DATES 2021: Council determined two additional meeting dates for this term, to allow Council to perform necessary functions including the review of the Audited Financial documents, which otherwise would not be available in time for the currently scheduled meeting dates. Therefore two additional Ordinary Council meetings are to be scheduled for Thursday, 28 October 2021 at 5:30pm and Monday, 15 November 2021 at 5.30 pm.
CODE OF MEETING PRACTICE: In accordance with the Local Government Act 1993 (the Act), Council adopted the Code of Meeting Practice on 22 July 2019. Council endorsed minor amendments so that formatting is in line with Council’s policy template and to add a standing item on the agenda for Council and Standing Committee meetings for the declaration of Conflicts of Interest.
DRAFT MEDIA PROTOCOLS POLICY: Council noted the report regarding the draft Media Policy and endorsed the policy for the purpose of public exhibition for a period of 28 days.
DRAFT COUNCIL POLICY - SOCIAL MEDIA POLICY - PUBLIC OFFICIAL (COUNCILLOR) - RESULTS OF PUBLIC EXHIBITION: There were no submissions made during the public exhibition period for the Social Media Policy – Public Official (Councillor), therefore Council endorsed the policy subject to a biennial review.
PURCHASING AND PROCUREMENT POLICY: Council resolved to rescind the previous Local Purchasing Policy and adopt the revised Purchasing and Procurement Policy which incorporates a local procurement element.
END OF TERM REPORT: Council noted the report from the Manager of Growth Planning. The End of Term report is to be included in the 2020/2021 Annual Report. Council also noted the Model Code of Conduct’s prohibition for using council resources and publications as electoral material.
INTEGRATED PLANNING AND REPORTING OBLIGATIONS: Council noted the report form the Manager of Growth Planning. In order to meet the IP&R obligations, Council’s preferred option was to update and extend the current Community Strategic Plan and supporting documents for the next 12 months, with extensive community consultation and additional changes made prior to July 2023 for the remainder of the Councillor term.
PLANNING PROPOSAL - 300 NANIMA VILLAGE ROAD, WELLINGTON - RESULT OF PUBLIC EXHIBITION. No submissions were received during the exhibition period therefore Council endorsed the Planning Proposal to amend the Minimum Lot Size provisions under the Wellington Local Environmental Plan 2012 for part of Lot 244 DP 756920, 300 Nanima Village Road, Wellington, from 4,000 square metres to 600 square metres, following liaison with the State Government of Planning Industry and Environment.
PLANNING PROPOSAL - ADDITIONAL PERMITTED USE OF INFORMATION AND EDUCATION FACILITY (WIRADJURI TOURISM CENTRE) - ELIZABETH PARK: Council resolved to submit the Planning Proposal to the NSW Department of Planning, Industry and Environment for a Gateway Determination to permit an information and education facility on Lot 53 DP 259660, 2 Coronation Drive, Dubbo as an additional permitted use under Schedule 1 of the Dubbo Local Environmental Plan 2011. Subject to the receipt of a Gateway Determination, the Planning Proposal will be placed on public display and consultation will be undertaken with the public and stakeholders. A further report will be provided to Council for consideration following completion of the public exhibition period.
DESTINATION EVENTS FUND 2021/2022: Council have endorsed the below events to receive funding from Council’s Destination Events Fund. The fund is in place to provide support to major events that deliver significant economic and public relation benefits for the Dubbo Region.
DESTINATION DUBBO INTERNATIONAL READY - OLD DUBBO GAOL HERITAGE PLAZA – DESIGN: Council endorsed the design, by Barnson PTY LTD for The Old Dubbo Gaol Heritage Plaza development. The design has been derived from public consultation and feedback from key stakeholders. The design will include a stage area defining the original footprint of the building; Dubbo civic milestones within paving of seating area; light interpretation; and communication about the kinetic art wall developed by Dr Bianca Beetson a proud Kubbi Kubbi, Wiradjuri artist.
DUBBO TRANSPORTATION STRATEGY 2020: Council adopted the Dubbo Transportation Strategy 2020, prepared by Stapleton Transportation and Planning Pty Ltd, as the new Transportation Strategy for Dubbo. Other recommendations including those associated with the River Street Bridge that were endorsed as part of the new Transportation Strategy report can be found online dubbo.nsw.gov.au/councilmeetings
LICENCE OVER SOUTH DUBBO FORMER GIRL GUIDES HALL: Council determined that a licence agreement be drafted with the intent of offering the Dubbo (Demons) Australian Football Club Inc. and the Dubbo Junior AFL Club a licence over the former Girl Guides building and immediate surrounds for a five year period and a five year option. The licence agreement is to be placed on public exhibition for a period of 28 days.
TREE PRESERVATION ORDER REVIEW: Council noted the report from the Manager Recreation and Open Space and resolved that further investigation in regards to the level of resourcing and associated costs in developing, implementing and resourcing the State Environmental Planning Policy (Vegetation) be carried out to enable consideration in the 2022/2023 Operational Plan and Budget.
DUBBO REGIONAL SPORTS COUNCIL - PLAYING FIELD IMPROVEMENT FUND: Council determined that consideration be given to the establishment of a Playing Field Improvement Fund as part of the development of the 2022/2023 Operational Plan and Budget. That $10,000 for the Dubbo Netball Association PA system upgrade be funded from the existing Recreation and Open Space budget. That consideration be given to the request for $20,000 from the Dubbo Touch Association should they be successful in a grant application and this be considered at the appropriate quarterly budget review.
QUESTION ON NOTICE - COUNCILLOR JOHN RYAN: Clr Ryan referred to his previous Notice of Motions for the development of a recreational lake, and would like to know how council plans to put the idea of a potential lake forward for the community consultation that will be undertaken for the revised Community Strategic Plan. Council staff responded explaining the item will be included for consideration in the process of community consultation for the 2040 Community Strategic Plan that will involve a range of engagement activities in early 2022.
