OUTCOMES FROM THE JANUARY 2025 ORDINARY COUNCIL MEETING
Council met at 5.30pm on Tuesday 21 January 2025 in Dubbo for the January Ordinary Council meeting.
During the meeting the following outcomes were made:
Notices of Motion:
REVIEW OF ALL SISTER CITY RELATIONSHIPS: Council called for the CEO to provide a report in April 2025 regarding the current status of all sister-city relationships involving Dubbo Regional Council, including those formed by the former Wellington Shire Council and Dubbo City Council.
The report is to include an overview of activities and engagements for each relationship and recommendations for MOUs or agreements required to continue active partnerships, or whether formal cessation of these ties is appropriate.
Following the report Council will consider the outcomes and initiate steps to formalise MOUs for active partnerships and mutual benefits, engage with cities linked to dormmate relationships to determine their interest in reactivating partnerships or discontinue ties where mutual engagement is no longer feasible.

CONCRETE WORKS, SHERATON ROAD: Council approved the development application for a concrete works to increase production of the existing concrete works on Sheraton Road.
DRAFT PLANNING AGREEMENT, CONCRETE WORKS, SHERATON ROAD: Council called for a draft planning agreement to be prepared in accordance with the updated terms identified in the report and in the letter of offer provided by Regional Hardrock. Councillors also called for the $124,000 contribution to the upgrade of Sheraton Road to be paid to Council within 30 days of the issue of notice for the DA.
The draft planning agreement will be placed on public exhibition with a report retuned to Council at the conclusion of the public exhibition period. A further report will be presented to Council for consideration if the planning agreement cannot be successfully negotiated.

QUOTATION FOR THE SUPPLY AND DELIVERY OF ONE 15,000 KG FRONT END LOADER: Council approved the quotation from WesTrac Pty Ltd to supply one Caterpillar front end loader for the purchase of $353,823.39 with a front-end loader currently in the fleet to be traded into WesTrac for the price of $160,000.
QUOTATION FOR THE SUPPLY AND DELIVERY OF ONE PRIME MOVER TRUCK: Council approved the quote from Hino Motor Sales Australia for one prime mover truck for the purchase of $249,603.64. Approval was also granted for a tipping truck currently in the fleet to be sent to Pickles Auction for disposal.
STATE HIGHWAYS HEAVY PATCHING PROGRAM - QUOTATION RECOMMENDATION: Council awarded the contract for the full service for heavy patching and shoulder widening works on State Highways to Downer Edi Works for $764,981.35.
ENGAGEMENT FOR CONCEPT DESIGN, INVESTIGATION WORKS AND DETAILED DESIGN FOR THE UPGRADE OF KESWICK SEWER PUMP STATION AND WHEELERS LANE TOWN WATER SUPPLY BORE IN DUBBO: Council will engage with NSW Public Works for $297,319 for the upgrades of Keswick Sewer Pump Station and Wheelers Lane Town Water Supply Bore.
DUBBO ADVANCED WASTEWATER TREATMENT PLANT - REVIEW OF TENDER SUBMISSIONS: Council declined all tenders received for the Advanced Wastewater Treatment Plant due to budget considerations. Council will enter negotiations with the preferred tenderer, TWS Evolution with a view to entering a contract subject to budget limitations.
It was also noted that the project enables Council to utilise the currently stranded asset that is the Dubbo non-potable pipeline in the Dubbo urban area.
