OUTCOMES FROM THE MARCH 2025 STANDING COMMITTEE MEETINGS

Councillors met at 5.30pm on 11 March 2025 for the meetings of the Dubbo Regional Council Standing Committees. Outcomes from the standing committees will be taken to the Ordinary Council meeting on 25 March 2025 for consideration and adoption. 

INFRASTRUCTURE, PLANNING AND ENVIRONMENT COMMITTEE

DEVELOPMENT ACTIVITY SUMMARY: Councillors noted the report which showed the total number of dwellings approved in December was eight including six single dwellings and two other dwellings. The report also highlighted that as of 21 February there were 95 DA’s currently under consideration and on 25 February the  Western Region Planning Panel approved the development application for the Dubbo Residential Rehabilitation Centre.

DRINKING WATER MANAGEMENT SYSTEM - 2024 ANNUAL REPORT: Councillors noted the annual report which will be provided to the Public Health/Western NSW Local Health District to update them on Council’s performance and ongoing enhancement efforts across four water reporting schemes for the 2024 reporting period.

WATER QUALITY ACTION PLAN UPDATE – 2024 ANNUAL REPORT: Councillors noted the updates contained within the Water Quality Action Plan which was originally developed to address actions and recommendations identified through the respective boil water incident debriefs.

DRAFT PLANNING AGREEMENT VPA-23-002 – MARYVALE SOLAR FARM: Councillors recommended that a draft Planning Agreement be prepared in accordance with the terms identified in the report, and the amended offer is 1.5 per cent of the Capital Investment Value of the project.

2025-2035 WASTE STRATEGY: Councillors noted the report and recommended adoption of the draft 2025-2035 Waste Strategy.

RIDE TO GIVE 2025: Councillors recommended approval be granted to the event organisers to undertake the Ride to Give 2025 cycling event. No road closures or detours are required, and traffic management will be implemented in compliance with Transport for NSW (TfNSW), NSW Police, and Council’s conditions of consent.

2025 ANZAC DAY CEREMONIES – DUBBO LOCAL GOVERNMENT AREA: Councillors recommended approval be granted to the Returned and Services League Sub-branches in Dubbo, and Wellington and the Stuart Town Anzac Committee to undertake their respective Anzac Day marches on Friday 25 April 2025 and implement road closures and detours as conditioned by Transport for NSW (TfNSW), NSW Police and Council's conditions of consent.

2025 WELLINGTON BOOT – TRAFFIC MANAGEMENT FOR BUSHRANGERS CREEK ROAD WELLINGTON: Councillors recommended approval be granted to the Wellington Race Club to implement MTM’s Traffic Management Plan for the Wellington Boot event on Bushrangers Creek Road to facilitate the traffic and pedestrian environment for the event to be held in the Wellington Racecourse on Sunday 30 March 2025, subject to conditions outlined in the report.

CULTURE AND COMMUNITY COMMITTEE

CROWN LANDS PLANS OF MANAGEMENT – OLD DUBBO GAOL AND VICTORIA PARK: Councillors recommended the draft Victoria Park and Old Dubbo Gaol Plan of Management be endorsed for the purpose of public exhibition for a period of 42 days. A further report will be provided to Council following the public exhibition for adoption of a final plan.

CORPORATE SERVICES COMMITTEE

REVIEW OF 2023-2027 COMMUNITY ENGAGEMENT STRATEGY (INCLUDING COMMUNITY PARTICIPATION PLAN) IN RESPONSE TO LEGISLATIVE AND POST-ELECTION REQUIREMENTS: Councillors recommended that the amended 2023-2027 Community Engagement Strategy (including the Community Participation Plan) be endorsed for public exhibition for a minimum of 28 days. A further report will be provided to Council following public exhibition.

COUNCIL COMMUNITY COMMITTEES – TERMS OF REFERENCE AND DETERMINATION OF COUNCILLOR REPRESENTATION: Councillors noted the information contained in the report and recommended that the Draft Terms of Reference and Code of Meeting Practice be adopted for the Wellington Town Committee, Villages Committee, Youth Council, Renewable Energy Zone Benefit Committee, Sister City Committee, and Multicultural Advisory Committee. Councillors also recommended that a minimum of two Councillor representatives be determined for each of the Council Community Committees.

LAND CLASSIFICATION – PART OF 43 WHITE STREET AND LOT 4391 DP1294801, DELTA ROAD, DUBBO: Councillors recommended that following acquisition and completion of public notification provisions, 43 White Street (Lot 12 on DP1243994) and Delta Road (Lot 4391 on DP1294801) be classified as ‘operational land’.

CHANGE OF DATE FOR 25 NOVEMBER 2025 ORDINARY COUNCIL MEETING DUE TO LOCAL GOVERNMENT NSW ANNUAL CONFERENCE: Councillors recommended that a new date for the 25 November 2025 Ordinary Council Meeting be determined. Councillors recommended that the new date be Tuesday 18 November 2025 commencing at 5:30pm.

CONFIDENTIAL: LICENCE FOR BUREAU OF METEOROLOGY: Councillors recommended that Council enter into a Licence Agreement with the Bureau of Meteorology (BoM) for ten years, with an option to extend for a further ten years, to allow a BoM site to continue to operate at the Dubbo Regional Airport.
